Kaiser's questionable investment in free bikes

Does anybody else find it outrageous that health care provider Kaiser Permanente is shelling out $450,000 to fund a free bicycle loan program in Denver? As I've written before, free bikes have a history of being vandalized or stolen. At a time when health care is still being denied to so many, or the premiums are so high, this is not the right way for a health care provider to be spending its money.
